The Greater Saint-Brieuc area aims to merge the public water and wastewater services of 32 municipalities into a single, efficient and affordable utility association.
Tilia was commissioned to conduct a comprehensive technical, operational and organizational analysis of the existing utilities and to develop a ten-year strategic roadmap for the new association. Numerous workshops with board members and technical staff helped to define key objectives and shape a sustainable future for the association.
